
Wal-Mart Proposal
Carlsbad is committed to a fair and legal planning process that involves our citizens and business owners to help shape how the City will look. Currently, the property owner has not submitted an application for a project.
The City does not have control over the decisions of a private business. Prior to building, Wal-Mart’s application will need to undergo a rigorous public process. During this time residents will have the opportunity to voice their opinion on this issue.
If and when Wal-Mart submits an application with the City, City staff and consultants will study the impact the store will have on surrounding neighborhoods. The project will require environmental review to analyze the project’s impacts on the environment. The analysis will address factors including traffic and noise during the decision-making process. Any proposal submitted by Wal-Mart or any other development project must address any environmental concerns and incorporate solutions.
All retail stores in Carlsbad must adhere to the City’s General Plan Land Use Element section for commercial development which does not allow for free-standing, “big box” retail establishments.
The City of Carlsbad’s Planning Department is committed to preserving the quality of life for residents, ensuring that all new planning programs and development projects comply with the City’s General Plan and the performance standards of the Growth Management Plan.
California state law requires each city and county to prepare and adopt a comprehensive, long-term general plan. The role of the general plan is to act as the policy blue print, constitution and vision for all the land use actions in the City. Wal-Mart, like all other businesses, must adhere to the City’s Plan.

All pending planning applications are posted on the Planning Department’s Web site at http://www.carlsbadca.gov/pdfdoc.html?pid=275. A notice will also be posted on the Web site when the application is complete and a notice will be mailed to property owners. Signs will be posted within 600 feet of the site and on the site as well.
Public comment will be accepted during the environmental review process and public notice periods. Letters can be mailed to the Planning Department during these public comment periods.

Wal-Mart Stores, Inc. recently purchased a 17.6-acre site at College Boulevard and El Camino Real, the company has yet to file the proper planning applications with the City that are needed to determine what development will be permitted on the property. If and when Wal-Mart decides to file its development plans with the City, the plans must comply with Carlsbad’s planning standards.
The most important consideration of the City is a transparent decision making process. An application will be subjected to a rigorous public process, including public hearings by the Planning Commission and City Council.
